Felipe Hlibco | About

My journey into technology began at age thirteen in Brazil, equipped with a Portuguese-English dictionary and a stack of programming books. I spent my afternoons copying code fragments by hand, teaching myself English and logic simultaneously. That early obsession with problem-solving, choosing a computer over a prestigious boarding school, forged a career dedicated to building systems that bridge the gap between complex code and human impact.

In 2011, as a co-founder and CTO at SIEVE (price comparison SaaS for e-commerces), it was a privillege to get the award of the most innovative startup. Read the story

Today, I am a software engineering leader and former Senior Partner Engineer at Google, where I led the global RCS Business Messaging developer ecosystem, leading the transition from non-secure SMS to encrypted Rich Communication Services for U.S. and international enterprises. With a background in Production Engineering and over 20 years of experience, I have specialized in systems integration, process optimization, and building scalable, distributed systems across fintech, e-commerce, and SaaS.

As the co-author of the Rich Communication Language (RCL), I am establishing the technical standards that enable businesses to deploy AI-driven, secure, and authenticated conversational workflows — directly mitigating the multi-billion dollar impact of digital fraud. Through my platform RCSmaker.com, I provide the infrastructure for enterprises to take the first step in migrating from SMS, which is inherently vulnerable to SIM-swapping and man-in-the-middle attacks, to end-to-end encrypted messaging.

Beyond the code, I am a founder at heart. From winning entrepreneurship awards to co-founding Doare.org — a platform that has processed over $80M in donations for non-profits since 2012 [I’m currently a board member] — I believe that technical innovation is only as powerful as the social good it enables.

Based in the San Francisco Bay Area for the last decade, I co-lead the Conversational AI Mastermind group in Palo Alto, convening researchers, engineers, and investors at the forefront of agentic AI. I am an active mentor, speaker, and judge at events hosted by AWS, GitHub, Cloudflare, Nest VC and more. I’m always looking for the “hard problems that nobody is solving” — and building the teams to tackle them head-on.
